Moving to Moore - Helpful Information for New Residents Print E-mail

1. AUTOMOBILE DRIVER’S LICENSE

     New residents of North Carolina have 30 days after establishing permanent residence to obtain a driver’s license.  Applicants must take a written exam and pass an eye exam.   When you are issued a North Carolina license, you must surrender the driver’s license from your previous state of residence to the examiner.

VEHICLE INSPECTIONS
     New residents must have their vehicles inspected within 10 days of getting their driver’s license.  Inspections are required annually.

VEHICLE REGISTRATION
     Out-of-state vehicles must be registered at the expiration of the time granted by reciprocity agreement between North Carolina and the previous state of residence (usually 30 days) or when gainful employment is accepted, whichever occurs first.

     To register your motor vehicle, you must furnish the following:
1. Title and valid registration card from the prior state of residence.  If your title is held by a lien-holder, you must provide the lien-holder’s name and address.
2. Title fee and registration fee.
3. Proof of address.
4. Proof of insurance.
     Registration must be renewed annually.

 

2. VOTER REGISTRATION

     To register to vote in North Carolina, you must be:
1. A United States citizen.
2. 18 years of age by the next general election.
3. A resident 30 days prior to the election date.
4. Not registered nor will you vote in any other county or state.
            Note: If convicted of a felony, your rights of citizenship must have been restored.

     For information on how to register to vote in Moore County, call the Board of Elections office at 910-947-3868.  Registration forms may be obtained at most area libraries.  You may also register to vote while applying for a driver’s license.
     One must give N.C. Drivers Lic. # or last 4 digits of social security #.  Voter info is public record, but date of birth and identification info is not.  This is as of June 1st, 2005.

4. BUILDING PERMITS

     Building permits must be obtained before beginning construction or a modification of an existing dwelling.  Residents in Aberdeen, Pinehurst, Southern Pines, Whispering Pines apply for permits through their town halls. All other county residents contact the county Planning & Zoning Department.
